I swear this is one of the most asked for features in this franchise and when it has been implemented, Syndicate and Valhalla, it always came with a catch: in Syndicate you had to be crouched to have the hood up, in Valhalla pulling the hood up also pulled a really stiff rug over your shoulders which then automatically goes
